influenza draft protocol for rapid response and containment - World Health
Organization (WHO). The protocol has three main parts. The first describes the
steps needed to recognize the signal or “triggering” event. The second part
describes the immediate actions that should follow recognition of the signal.
The third part describes the actions that should be undertaken once the event
has been verified, the overall situation has been assessed, and a decision has
been made to launch the rapid containment operation. 20060328

WHO. These guidelines are based on current knowledge of human influenza A(H5N1)
infections deriving from experience during the 1997 outbreak in Hong Kong

reports of recent cases in Thailand and Viet Nam. As more case data become
available, these guidelines will be modified as appropriate. 20040302
