Needs Assessment

The service delivery model for the health care sector has strong emphasis on targeting clients who are in the greatest need — by virtue of their sector risks, accidents history or inability to meet the OHS Act requirements.

Our consulting services, including onsite assessment and formal reports with recommendations, are free to clients.

We focus our resources on identifying those clients, meeting them on site, and providing an opportunity for customized evaluation and assistance in action planning. Central to the model is the requirement that management buy into the process at the highest level possible, to ensure that the internal responsibility system (IRS) has the greatest chance of being developed and nurtured.

Our consultants have a variety of professional backgrounds — ranging from occupational health nursing, kinesiology, ergonomics to industrial hygiene. Most are also qualified, or preparing to qualify, as Canadian Registered Safety Professionals. This seal of approval combined with the consultant's formal educational background ensures a well rounded consultative approach.

Service Delivery Model

Given that assessment rates for each rate group are based on the overall performance of all organizations within a rate group, a targeted approach to accident reduction will result in benefits to an entire rate group's assessment.

As such, most of OSACH's resources are aimed at those organizations within the total client pool that have injury rates which exceed the average in terms of frequency and severity as determined by WSIB statistics. This concentrated use of consultation, assessment and intervention services allows OSACH to optimize resources and affect the greatest amount of improvement in terms of reducing overall injury rates.

Promoting the "best practices" of top performers is another important part of OSACH's work. OSACH works toward facilitating mentoring relationships between the "top performers" — those organizations that have exemplary health and safety practices — and others within their rate groups who could benefit from their experience.

OSACH has consultants operating in various regions of the province. This regional service delivery system ensures equitable access and timely response to client requests and, guarantees that those with the greatest need receive the consultation, services and programs they require.
