Neil has an honours Bachelor of Science degree (Biology) from Queen's University and a Certificate in Human Resource Management from Sheridan College. He has also received his Master of Science (Applied) in Occupational Health (Occupational Hygiene stream) from the Department of Medicine at McGill University. Neil is a Canadian Registered Safety Professional (CRSP) and a Certified Industrial Hygienist (CIH). He is in the process of completing a Fire Safety Certificate from Seneca College.

Neil has extensive experience in the fields of occupational health and safety, industrial hygiene and environmental management. Prior to joining OSACH, Neil worked for three years as an Occupational Hygienist and Safety Professional at the environmental engineering firm Jacques Whitford, where several of his clients were in the healthcare sector. Neil also has five years' experience working as a health and safety specialist for various pharmaceutical and biotech companies, including Apotex, Patheon and Hemosol.
